You need to properly rig the vest to the skin, there are plenty of tutorials on the internet when it comes to rigging.

If the cleo doesn't work for you try installing the latest .NET framework and Visual C++ Redistributable Packages Make sure you're using CLEO 4.1 and your gta_sa.exe should be version US 1.0

Hmm, I've attached the rar archieve to the post I made on multimart, so I've actually uploaded it to multimart.. Yeah I doubt it's from this program, ran it through virustotal though and it has detected 3 malicious/suspicious things. Can't tell what it is though...
