Make sure you entered police car like (/car lspd , /car sfpd , /car lvpd) then press "H"

no, they will see you after you leave the car, i mean after you close the car door and exit they will think you still sitting as passenger on their screen before you exit, and sorry you can't deactivate it while you in car.

they will see you in the car as passenger, you can exit from the car if you want to deactivate it ;) ;);)
