CLEO Help Want to make CLEO

Hello guys, I'm interested to make a CLEO for RP servers that when there is a player with skin model of an officer and in car it will show me a marker on him and warns me, so I was wondering if anyone from you who understand can give me some directions how to start.

nice idea may be springfeld will help you
however why don't you just use nametaghack if the cop name is dwith difrnt color it will be easy
