1- If the shots are always close to your body even if it doesn't hit then Yes ( Because every one misses couple shots to the sky )

2- If the server you play on have a Resyncing command, do it while some one is spraying at you and if he shoots to the left after you do it then Yes.

3- Keep spining around him, if he spins in the same way you do then Yes.

You can just detect it if you are admin and only if the server has some cleo protection or /sync commands
