k I am wondering if any1 knows what this is . I play on a server and some guy is a hacker there , he use some program to evade hes ban BUT ITS NOT VPN . He can change hes ip to another country but it is a normal isp cuz admin told me so thats why no admin can ban him . does any1 this program ??

dynamic ip address, have you ever heard of?
and it's not that hard to use a slave connection as proxy
also, there's some VPNs that has more than one server location
and there's alot of different VPNs available these days.
