CLEO Help Counting fps [delete pls]

Below there are two scripts, both supposed to count fps, their mechanism seems very similar but there's something which makes the second one work properly unlike the first one (which displays increased fps when the game slows down).  

Edit: I'm a fucking moron, both of them didn't work, it was sampfuncs that displayed the fps, not one of them
