Teleport players to any place

Hey,

Recenty, a friend of mine has been trolled by some dudes that teleported him to some place on the map and the admins banned him for teleport hacks, what's this mod? and is it possible to do that?

It is possible by taking over someone's car and teleporting it somewhere else.
If you don't know about it, it's called "car control", you can do a bunch of stuff to troll people around
