No, just put in cleo folder ( you must have cleo installed, and press 9 )

Because you need a properly installed SAMPFunctions v2.6 package.

Download it from here, there are two directories inside that archive. The one which you should put the content inside your CLEO folder, and the other one which you should put the content near the gta_sa.exe file.
