just reinstall gta delete that bugged one and install new one restart computer then install samp and check if everything works fine

Then there's your problem. You're using some fucked up mods that ruin SA-MP. :sadpepe:
They likely require Sampfuncs which isn't available for SA-MP 0.3.DL.

Delete them, reinstall GTA + SA-MP and keep the mods away forever.

 he probably didn't even tried to reinstall it reinstallation always fixes these kind of problems when you don't know how to fix crash, errors etc not just for samp for every program, you can see in the video he had there some custom car mods probably he messed up some files while replacing these cars
